The designer of Christchurch's CTV building which collapsed in the February 22, 2011 earthquake was inexperienced with multi-storey building design, a royal commission has been told. The collapse of the six-storey CTV building killed 115 of the 185 Canterbury earthquake victims, many of them overseas students. The Canterbury Earthquake Royal Commission's lawyer, Stephen Mills QC, told the opening of the hearing on the CTV building that the commission's report was not aimed to attribute blame. That might be up to other parties, he said.
