The government is being accused of suspending democracy in Canterbury so it can implement its economic policies. It sacked the regional council, Environment Canterbury (ECan), in 2010 and promised there would be elections in 2013. Last month Local Government Minister David Carter and Environment Minister Amy Adams said the commissioners who replaced the elected councillors would stay in place and there wouldn't be elections until 2016.
