His popularity dropped to 21% in January, down three points from the previous month and taking the score below the levels reached during the Yellow Vest protests that began in late 2018, the survey published in the Sunday newspaper showed.
In the history of France’s Fifth Republic, which began in 1958, only Socialist predecessor Francois Hollande was more unpopular with an approval rating that touched 13% in late 2014.
Satisfaction with Macron among elderly and retired voters, typically among his strongest backers, tumbled 10 points, according to the Ifop poll of 2,001 adults.
The president triggered political upheaval after calling snap elections last summer that delivered a National Assembly split into three main blocs, with none able to form a majority to govern. The resulting uncertainty, as well as doubts over France’s worsening public finances, contributed to market selloffs that drove up the country’s borrowing costs relative to peers.
Macron appointed centrist ally Francois Bayrou last month to lead a new government after the previous short-lived administration was toppled in a battle over the 2025 budget. The prime minister, whose approval rating was stable at 34% in January in the Ifop poll, is still trying to push a finance bill for this year through parliament.
A conference committee will seek to reach a compromise on the legislation later this week before it heads back to the lower house.
The Ifop survey was carried out online and by phone between Jan. 15 and Jan. 23, with a margin of error of 1.8 points to 2 points.
