A Colorado man has been charged with first-degree murder after allegedly waiting for a man outside of a courthouse, then shooting him several times, according to a police.

William Winters was carrying a baby in a car seat when he was shot in the chest and head outside the El Paso County Courthouse in Colorado Springs on Thursday, police say in an arrest affidavit affidavit published by KKTV and reviewed by PEOPLE.

Shaquille Brown, 29, is facing a first-degree murder charge for the incident. According to the affidavit, Brown told police he had previously been assaulted by Winters in April and feared for his life after the latter allegedly sent him threatening messages.

A witness to the shooting told police that Brown fired shots at Winters and said, “I told you I was going to get you,” before firing more shots, authorities claim in the affidavit.

Surveillance cameras outside the courthouse showed Brown waiting outside for nearly 30 minutes before Winters arrived, according to the affidavit.

The Denver Post reported that Winters was due in court that day for his arraignment in the April assault case.

Brown told police that he began firing at Winters when the latter was walking toward him, the affidavit alleges, but after being told that surveillance footage provided a contradictory account, Brown told the officers that he “blacked out.”

The surveillance footage showed Winters dropping the baby as he was shot, the affidavit states. The Post reported that the baby suffered redness and bruising.

It is not clear if Brown has retained an attorney. He is due in court for a first appearance on Nov. 27.
